پاسخ دولت ایران به اظهارات توهین آمیز دو سیاستمدار استرالیا به پناهجویان ایرانی
سفارت ایران در استرالیا در پاسخ به اظهارات توهین آمیز دو سیاستمدار استرالیایی به پناهجویان ایرانی در برنامه تلویزیونی کارن افیرز شبکه 9 استرالیا بیانه ای را صادر کرد.
به گزارش رادیو نشاط به نقل از تارنمای سفارت ایران در استرالیا ، شبکه خبری تلویزیونی نه استرالیاNine News)) در برنامه شبانه کارن افیرز(A Current Affair)در 26 فوریه 2018 اقدام به بخش خبر مربوط به بازداشت یک زوج ایرانی به جرم توزیع مواد مخدر در شهر سیدنی کرد.
رویکرد یکجانیه و جهت دار این برنامه و اظهارات خلاف واقع و توهین آمیز دو نفر از رهبران سیاسی استرالیایی به پناهجویان ایرانی باعث نارضایتی جامعه ایرانی ساکن استرالیا شده است. از این رو سفارت ج.ا.ایران، مدیریت کانال 9 را به نکات ذیل جلب کرده و خواستار اصلاح رویکرد آن در مواجهه با جامعه ایرانی و انتشار پاسخ سفارت می باشد.
کشور ایران به دلیل همجواری با یکی از بزرگترین کشورهای تولیدکننده مواد مخدر، خود یکی از قربانیان اصلی قاچاق مواد مخدراست و تا کنون هزاران نفر از نیروهای نظامی و امنیتی آن در مبارزه با قاچاق و جلوگیری از ترانزیت مواد مخدر جان خود را از دست داده اند و لذا از سیاست عدم مماشات در برخورد قاطع با قاچاقچیان مواد مخدر حمایت می کند و اقدامات ایران در این زمینه بارها مورد تحسین دفتر مبارزه با مواد مخدر و جرایم سازمان ملل متحد قرار گرفته است.
خانم سناتور پالین هنسن (Pauline Hanson) رهبر حزب ملت واحد در این برنامه مدعی شد که ایران با استرداد مجرمین موافقت نمی کند. این درحالی است که ج. ا. ایران از مدت ها قبل در مذاکره با مقامات استرالیایی به صورت شفاهی و مکتوب آمادگی خود را برای امضای معاهده استرداد مجرمین اعلام کرده، اما تا کنون برنامه مثبت اجرایی دریافت نکرده است. دولت ایران معتقد است که در مبارزه با جرایم نباید به صورت تبعیض آمیز برخورد کرد و بایستی نسبت به استرداد معدود مجرمان مالی که با کلاهبرداری و نابودی زندگی مردم بی گناه، به کشور استرالیا پناهنده شده و استرالیا به بهشت امن آنها تبدیل شده، نیز برخورد شود. چرا علیرغم درخواست ها ی مکرر دولت ایران و ارائه اسناد معتبر قضایی در استرداد آنها در چارچوب معاهدات بین المللی تعلل می شود؟
آقای مارک لثم( Mark William Latham)، رهبر سابق حزب کارگر نیز در برنامه کارن افیرز به موضوع پناهجویان قلابی و حادثه تاسف آور کافه سیدنی اشاره کرد این درحالی است که سالها قبل از آن دولت ایران به صورت رسمی و مکتوب موضوع کلاهبرداری و مشکلات روانی فرد مجرم را به مقامات استرالیایی اعلام و خواستار استرداد او بود و نسبت به حضور آزادانه وی در جامعه استرالیا هشدار می داد، اما مقامات استرالیایی به وی پناهندگی سیاسی اعطاء کرده بودند.
دولت استرالیا در حالی بر بازگشت اجباری پناهجویان ایرانی اصرار دارد که آنها به دلیل پیامدهای تحریم های اقتصادی ظالمانه وغیرانسانی آمریکا و کشورهای متحد آن مانند استرالیا بر علیه ملت ایران و تحث تاثیر تبلیغات دروغین قاچاقچیان انسان از مرزهای ایران به صورت قانونی خارج و به استرالیا عزیمت کرده و بسیاری از آنها مدارک هویتی خود را بعد از ورود به خاک استرالیا از بین برده اند. ایران در چند سال اخیر تسهیلات لازم برای بازگشت داوطلبانه پناهجویان بعد از احراز هویت آنها را فراهم کرده و در مذاکرات کنسولی مشترک نیز پیشنهادهای راه گشایی جهت حل و فصل موضوع ارائه کرده است که برخی از آنها در حال اجراء می باشد.
آقای لثم در عباراتی توهین آمیز و به صورت کلی از واژه آشغال(trash) خطاب به پناهجویان ایرانی استفاده کرد که باعث نارضایتی جامعه ایرانی ساکن استرالیا شده است. بیان چنین سخنان نفرت انگیزی از یک سیاستمدار باتجربه دور از انتظار است. در پاسخ به آقای لثم بایستی یادآور شد که رفتار یک فرد مجرم را نمی توان به کل یک جامعه چندهزار نفری تعمیم داد. در بین پناهجویان ایرانی نیز تعداد زیادی افراد تحصیل کرده و دارای مهارت وجود دارند که به دلایل متعدد اقتصادی و یا اجتماعی ترجیح به عزیمت به استرالیا گرفته اند. هماهنگونه که محکومیت چند نفر از اتباع استرالیایی در یکی از کشورهای همجوار به اتهام حمل مواد مخدر را نمی توان به کل جامعه استرالیایی تعمیم داد.
علاوه بر این در استرالیا دهها هزار ایرانی ساکن هستند و بسیاری از آنها جزو افراد موفق در بخش های علمی، تحقیقاتی، آموزشی، تجاری، پزشکی، صنعتی، ساخت و ساز و غیره می باشند و خدمات ارزشمندی به جامعه و کشور استرالیا ارائه کرده اند. به عنوان مثال کمتر مرکز تحقیقاتی در استرالیا وجود دارد که در آن ایرانیان موفق حضور نداشته باشند. حال این سئوال مطرح است که چرا رسانه های استرالیایی هنگامی که آنها برای استرالیا افتخار می آفرینند به ملیت آنها اشاره ای نمی کنند اما اگر یک تبعه ایرانی جرمی مرتکب شود بر ملیت وی تاکید دارند؟
سفارت ج.ا.ایران در پایان ضمن حمایت از برخورد قاطع و غیر تبعیض آمیز با مجرمان، آمادگی دولت ایران را برای توسعه همکاریهای قضایی و پلیسی و تبادل اطلاعات با دولت استرالیا درمبارزه با قاچاق مواد مخدر و دیگر جرایم سازمان یافته فراملی از جمله مجرمین مالی و اقتصادی و فراهم کردن بسترهای حقوقی و فنی لازم اعلام می دارد.
Statement of the Embassy of the Islamic Republic of Iran, in response to theoffensive remarks made by two Australian Politicians against Iranian asylum seekers on a TV Programme "A Current Affair"
Nine News Australia broadcasted a program called "A Current Affair" on 26th February 2018, regarding the arrest of an Iranian couple charged with supplying Industrial Drugs in Sydney.
The biased and unilateral approach in this program; as well as the offensive remarks made by two Australian political leaders against Iranian asylum seekers have gravely outraged the Iranian community living in Australia.
Hence, the Embassy of the Islamic Republic of Iran would like to notify the Esteemed Director of the Nine News of the following points so that you may adopt a fair and balanced approach in dealing with the Iranian community by publishing the Embassy’s response.
Iran as an immediate neighbour of one of the largest drug producing countries in the world has been one of the prime victims of illegal drugs, thousands of our security and military personnel have lost their lives in fight against smuggling and the transit of the drugs through our country. Iran has always advocated the policy of non- appeasement in its decisive combat against drug trafficking and its measures in this respect have been frequently admiredby the UN Office on Drugs and Crime.
In this program, One Nation leader, Senator Pauline Hanson has claimed that Iran disagrees with extradition of criminals. This allegation is made despite the fact that the Islamic Republic of Iran in its negotiations with Australian authorities on frequent occasions expressed its readiness to sign an agreement of extradition of criminals with the Australian Government; and since then we have been waiting for the executive response to implement a bilateral agreement in this regard.
The Government of Iran strongly believes that we should not adopt discriminatory measures in combat against criminal offences. Those criminals and financial defrauders, who destroy the lives of innocent people, take refuge in Australia and use this country as a safe haven should be also treated indiscriminately. Despite frequent requests from the Government of Iran, rendering substantial judicial evidence to the Government of Australia about these people, we do not understand why these criminals are not being extradited to Iran within the framework of international regulations and treaties, or why the process of their extradition is being delayed.
The former Labour leader, Mark Latham in "A Current Affair" also points out something about the fake refugees and the very sad and unfortunate incident of the hostage taking at the Lindt Cafe in Martin Place (Sydney).
It is worth mentioning that many years before this tragic incident occurred, the Iranian Government officially informed the Australian authorities of this person’s criminal records and his psychological problems and requested for his extradition. Iran had also cautioned about his free and dangerous activities, but the Australian authorities surprisingly granted him citizenship.
Furthermore, the Government of Australia notably insists on the compulsory return of Iranian asylum seekers, knowing that these people due to theoutrageous and inhumane economic sanctions of the USA and its alliances including Australia against Iranians; and under the fake publicities of the people smuggling had legally left Iran and illegally entered Australia. Many of them destroyed their identity documents before landing in Australia.
However, during recent years, Iran has provided the necessary facilities for voluntary return of the Iranian asylum seekers to our country after recognition of their Iranian identities. During the Consular Consultative Negotiations between our two countries, Iran also offered some practical solutions in order to resolve this issue, some of which are being implemented by two parties.
Mr. Latham in his offensive remarks addressed Iranian asylum seekers as "trash". Such a remark is literally something which is not expected to be heard from an experienced politician. This wording has gravely outraged the Iranian community living in Australia. In response to Mr. Latham we would remind him of the fact that the behaviour of one person should not be applied to the greater community, of which thousands of Iranians living in Australia.
Among Iranian asylum seekers, there are a large numbers of educated and skilled workers that due to the economic or social reasons have preferred to come and live in Australia. By the same token it is quite obvious that the convection of few Australian citizens for supplying industrial drugs in one of the neighbouring countries of Australian cannot and should not be applied to whole Australian community.
Moreover, there are tens of thousands of Iranian currently living in Australia, many of them are among the very successful individuals working in different fields such as science, research, education, trade, medicine, industry, construction and their valuable contributions to your community and Australian people is admirable. There are very few research centers in Australia in which Iranians do not play remarkable rolls.
We are wondering why the media in Australia do not mention the origin or nationality of those Iranian migrants who accomplish an achievement in Australia, but when an Iranian national commits an offence they specifically emphasize on this person’s origin or nationality.
Finally, the Embassy of the Islamic Republic of Iran supports the Australian Government bringing criminal offenders to justice indiscriminately. In this respect, the Government of Iran is ready to expand bilateral police and judicial cooperation and exchange information with Australian Government in order to combat against drug trafficking and other transnational organized crimes, including financial and economic criminals and prepare the ground for technical and legal proceedings.
